Friends,

It gives me great pleasure to meet so many old and new friends from Latin American and Caribbean (LAC) countries in Beijing. On behalf of the Chinese government and people, I extend a warm welcome to you all.

In 2015, LAC delegates and I attended the opening ceremony of the First Ministerial Meeting of the China-CELAC Forum in Beijing, which marked the launch of the China-CELAC Forum. Ten years on, with dedicated nurturing of both sides, the Forum has grown from a tender sapling into a towering tree. This fills me with deep pride and satisfaction.

Although China and the LAC region are geographically distant, the bonds of our friendship stretch back through centuries. As early as in the 16th century, Nao de China, or "Ships of China," laden with friendship, shuttled across the Pacific, marking the dawn of interactions and exchanges between China and the LAC region. From the 1960s onward, as New China established diplomatic ties with some LAC countries, exchanges and cooperation between the two sides became closer and closer. Since the turn of the century and in particular in recent years, China and LAC countries have ushered in a historic era of building a shared future.

We stand shoulder to shoulder and support each other. China appreciates the long-standing commitment of LAC countries that have diplomatic ties with China to the one-China principle. China firmly supports LAC countries in pursuing development paths suited to their national conditions, safeguarding sovereignty and independence, and opposing external interference. In the 1960s, mass rallies and demonstrations took place across China in support of the Panamanian people's rightful claim to sovereignty over the Panama Canal. In the 1970s, during the Latin American campaign for 200-nautical-mile maritime rights, China voiced its resolute and unequivocal support for the legitimate demands of developing countries. For 32 consecutive times since 1992, China has consistently voted for the United Nations (U.N.) General Assembly resolutions calling for an end to the U.S. embargo against Cuba.

We ride the tide of progress together to pursue win-win cooperation. Embracing the trend of economic globalization, China and LAC countries have deepened cooperation in trade, investment, finance, science and technology, infrastructure, and many other fields. Under the framework of high-quality Belt and Road cooperation, the two sides have implemented more than 200 infrastructure projects, creating over a million jobs. The China-LAC satellite cooperation program has set a model for high-tech South-South cooperation. The inauguration of Chancay Port in Peru has established a new land-and-sea connectivity link between Asia and Latin America. China has signed free trade agreements with Chile, Peru, Costa Rica, Ecuador, and Nicaragua. Last year, trade between China and LAC countries exceeded US$500 billion for the first time, an increase of over 40 times from the beginning of this century.

We unite in tough times to conquer challenges through mutual support. China and LAC countries have collaborated on disaster prevention, mitigation and relief and on joint response to hurricanes, earthquakes and other natural disasters. Since 1993, China has dispatched 38 medical teams to the Caribbean. When the pandemic of the century struck, China was among the first to offer assistance to LAC countries, providing over 300 million doses of vaccines and nearly 40 million units of medical supplies and equipment, and sending multiple teams of medical experts. All this helped protect the lives of hundreds of millions across the region.

We uphold solidarity and coordination and rise to global challenges with resolve. Together, China and LAC countries champion true multilateralism, uphold international fairness and justice, advance global governance reform, and promote multipolarization of the world and greater democracy in international relations. We have worked together to address global challenges like climate change, and advance progress in global biodiversity governance. China and Brazil jointly issued a six-point common understanding on the political settlement of the Ukraine crisis, which has been endorsed by more than 110 countries, contributing our wisdom and strength to resolving international hotspot issues.

Facts have shown that China and LAC countries are advancing hand in hand as a community with a shared future. This community of ours is founded upon equality, powered by mutual benefit and win-win, invigorated by openness and inclusiveness, and dedicated to the people's well-being. It exhibits enduring vitality and holds immense promise.

The century-defining transformation is accelerating across the globe, with multiple risks compounding one another. Such developments make unity and cooperation among nations indispensable for safeguarding global peace and stability and for promoting global development and prosperity. There are no winners in tariff wars or trade wars. Bullying or hegemonism only leads to self-isolation. China and LAC countries are important members of the Global South. Independence and autonomy are our glorious tradition. Development and revitalization are our inherent right. And fairness and justice are our common pursuit. In the face of seething undercurrents of geopolitical and bloc confrontation and the surging tide of unilateralism and protectionism, China stands ready to join hands with our LAC partners to launch five programs that advance our shared development and revitalization, and contribute to a China-LAC community with a shared future.

The first is Solidarity Program. China will work with LAC countries to support each other on issues bearing on our respective core interests and major concerns. We must enhance exchanges in all fields, and strengthen communication and coordination on major international and regional issues. In the next three years, to facilitate our exchanges on national governance best practices, China will invite 300 members from political parties of CELAC member states every year to visit China. China supports the efforts by LAC countries in increasing their influence on the multilateral stage. We will work with LAC countries to firmly safeguard the international system with the U.N. at its core and the international order underpinned by international law, and to speak with one voice in international and regional affairs.

The second is Development Program. China will work with LAC countries to implement the Global Development Initiative. We will resolutely uphold the multilateral trading system, ensure stable, unimpeded global industrial and supply chains, and promote an international environment of openness and cooperation. We should foster greater synergy between our development strategies, expand high-quality Belt and Road cooperation, and bolster cooperation in traditional areas such as infrastructure, agriculture and food, and energy and minerals. We should expand cooperation in emerging areas such as clean energy, 5G telecommunications, the digital economy and artificial intelligence, and carry out the China-LAC Science and Technology Partnership. China will increase imports of quality products from LAC countries, and encourage its enterprises to expand investment in the LAC region. We will provide a RMB66 billion yuan credit line to support LAC countries' development.

The third is Civilization Program. China will work with LAC countries to implement the Global Civilization Initiative. We should uphold the vision of equality, mutual learning, dialogue, and inclusiveness between civilizations, and champion humanity's common values of peace, development, fairness, justice, democracy, and freedom. We should enhance China-LAC civilizational exchanges and mutual learning, including through a conference on China-LAC inter-civilizational dialogue. We should deepen cultural and artistic exchanges and cooperation, and hold the Latin American and Caribbean Arts Season. We should strengthen exchanges and cooperation in cultural heritage fields such as joint archaeological projects, conservation and restoration of ancient and historic sites, and museum exhibitions. We should also carry out collaborative studies of ancient civilizations and enhance cooperation to combat illicit trafficking of cultural property.

The fourth is Peace Program. China will work with LAC countries to implement the Global Security Initiative. China supports the Proclamation of Latin America and the Caribbean as a Zone of Peace and the Declaration of Member States of the Agency for the Prohibition of Nuclear Weapons in Latin America and the Caribbean. The two sides should cooperate more closely in disaster governance, cybersecurity, counterterrorism, anti-corruption, narcotics control and combating transnational organized crime so as to safeguard security and stability in the region. China will organize law enforcement training programs tailored to the needs of CELAC member states, and do our best to provide equipment assistance.

The fifth is People-to-People Connectivity Program. In the next three years, China will provide CELAC member states with 3,500 government scholarships, 10,000 training opportunities in China, 500 International Chinese Language Teachers Scholarships, 300 training opportunities for poverty reduction professionals, and 1,000 funded placements through the Chinese Bridge program. We will initiate 300 "small and beautiful" livelihood projects, actively promote vocational education cooperation programs such as Luban Workshop, and support CELAC member states in developing Chinese language education. We will also launch an exhibition of Chinese films and TV programs under The Bond, and work with LAC countries to translate and introduce 10 premium TV dramas and audiovisual programs annually to each other. China will host the China-LAC tourism dialogue with LAC countries. To facilitate friendly exchanges, China has decided to implement a visa exemption for five LAC countries as the first step, and will expand this policy coverage at proper times.

As an 11th-century Chinese poet wrote, "Life's greatest joy comes from finding kindred spirits." Latin America has a similar proverb which goes, "The one who has a friend has a treasure." No matter how the world changes, China will always stand by LAC countries as a good friend and a good partner. MOSCOW, May 7 (Xinhua) -- Chinese President Xi Jinping on Wednesday published a signed article titled "Learning from History to Build Together a Brighter Future" in the Russian Gazette newspaper ahead of his arrival in Russia for a state visit and attendance at the celebrations marking the 80th anniversary of the Victory in the Soviet Union's Great Patriotic War.

Learning from History to Build Together a Brighter Future

This year marks the 80th anniversary of the victory of the Chinese People's War of Resistance Against Japanese Aggression, the Soviet Union's Great Patriotic War, and the World Anti-Fascist War. It also marks the 80th anniversary of the founding of the United Nations (UN). In this season when "apple and pear trees are blossoming," I will soon pay a state visit to Russia and attend the celebrations marking the 80th anniversary of the victory of the Soviet Union's Great Patriotic War, joining the heroic Russian people in honoring the history and the fallen heroes.

Ten years ago around this time, I came to Russia to celebrate the 70th anniversary of the victory. During that visit, I made a special arrangement to meet with 18 representatives of Russian veterans who endured the blood and fire of battlefields during the Soviet Union's Great Patriotic War and the Chinese People's War of Resistance Against Japanese Aggression. Their unyielding resolve and indomitable bearing left an indelible impression on me. In the past few years, General M. Gareyev, Major General T. Shchudlo and other veterans passed away. I pay my deepest tribute to them and to all veterans-from generals to the rank and file-for their extraordinary service and heroic feats in securing the victory over fascists around the world. We will never forget them. Heroes never perish; their noble spirit lives forever.

During the World Anti-Fascist War, the Chinese and Russian peoples fought shoulder to shoulder and supported each other. In the darkest hours of the Chinese People's War of Resistance Against Japanese Aggression, the Soviet Volunteer Group, which was part of the Soviet Air Force, came to Nanjing, Wuhan and Chongqing to fight alongside the Chinese people, bravely engaging Japanese invaders in aerial combat-many sacrificing their precious lives. At the critical juncture of the Soviet Union's Great Patriotic War, Yan Baohang, a legendary intelligence agent of the Communist Party of China (CPC) who was hailed as the "Richard Sorge of the East," provided the Soviet Union with primary-source intelligence. In the crucible of the war-torn years, the Soviet Union provided China with large quantities of weapons and equipment. China, for its part, shipped much-needed strategic supplies to the Soviet Union. The two countries jointly established a supply line spanning the treacherous Gobi Desert. It was an international lifeline, vital for our mutual support in fighting fascists. The strong camaraderie between our two nations, forged in blood and sacrifice, surges onward unceasingly, mighty as the Yellow River and the Volga. It is an eternal wellspring nourishing our everlasting friendship.

Eighty years ago, the forces of justice around the world, including China and the Soviet Union, united in courageous battles against their common foes and defeated the overbearing fascist powers. Eighty years later today, however, unilateralism, hegemonism, bullying, and coercive practices are severely undermining our world. Again humankind has come to a crossroads of unity or division, dialogue or confrontation, win-win cooperation or zero-sum games. In War and Peace, the great writer Leo Tolstoy observed, "History is the life of nations and of humanity." Indeed, historical memory and truth will not fade with the passage of time. They serve as inspirations that mirror the present and illuminate the future. We must learn from history, especially the hard lessons of the Second World War. We must draw wisdom and strength from the great victory of the World Anti-Fascist War, and resolutely resist all forms of hegemonism and power politics. We must work together to build a brighter future for humanity.

-- We must uphold a correct historical perspective on WWII. China and the Soviet Union were the principal theaters of that war in Asia and Europe respectively. The two countries served as the mainstay of resistance against Japanese militarism and German Nazism, making pivotal contribution to the victory of the World Anti-Fascist War. The Chinese People's War of Resistance Against Japanese Aggression began the earliest and lasted the longest. United as one under the banner of the Chinese united front against Japanese aggression, which was advocated and established by the CPC, the Chinese people launched a relentless struggle against and defeated the brutal Japanese militarists. With immense sacrifice, they carved out an immortal epic of heroic resistance and ultimate victory against Japanese aggression. In the European theater, the Soviet Red Army advanced like an iron tide with unwavering fortitude and valor, crushed Nazi Germany's ambitions and liberated millions from its brutal occupation, writing an epic of victory in the Soviet Union's Great Patriotic War.

History teaches us that light will always overcome darkness, and that justice will ultimately prevail over evil. The International Military Tribunal at Nuremberg and the International Military Tribunal for the Far East condemned the convicted war criminals to perpetual infamy. The justice and integrity of the two landmark trials, their historic significance, and their contemporary relevance stand beyond challenge. Any attempt to distort the historical truth of WWII, deny its victorious outcome, or defame the historic contribution of China and the Soviet Union is doomed to fail. Neither of our two nations will tolerate any act to reverse the course of history-nor will the people of the whole world.

-- We must resolutely uphold the postwar international order. The most significant decision by the international community around the end of WWII was to establish the UN. China and the Soviet Union were among the first to sign the UN Charter. Our permanent membership in the UN Security Council is a product of history, earned through blood and sacrifice. The more turbulent and complex the international situation becomes, the more we must uphold and defend the authority of the UN, firmly uphold the UN-centered international system, the international order underpinned by international law, and the basic norms of international relations based on the purposes and principles of the UN Charter, and steadily promote an equal and orderly multipolar world and a universally beneficial and inclusive economic globalization.

This year also marks the 80th anniversary of the restoration of Taiwan. Taiwan's restoration to China is a victorious outcome of WWII and an integral part of the postwar international order. A series of instruments with legal effect under international law, including the Cairo Declaration and the Potsdam Proclamation, have all affirmed China's sovereignty over Taiwan. The historical and legal fact therein brooks no challenge. And the authority of UN General Assembly Resolution 2758 brooks no challenge. No matter how the situation on the Taiwan island evolves or what troubles external forces may make, the historical trend toward China's ultimate and inevitable reunification is unstoppable.

China and Russia have all along firmly supported each other on issues bearing on our respective core interests or major concerns. Russia has reiterated on many occasions that it strictly adheres to the one-China principle, Taiwan is an inalienable part of China's territory, it opposes any form of "Taiwan independence," and it firmly supports all measures of the Chinese government and the Chinese people to achieve national reunification. China highly commends Russia's consistent position.

-- We must firmly defend international fairness and justice. Now, the global deficits in peace, development, security and governance continue to widen unabated. To address these deficits, I have proposed to build a community with a shared future for mankind and put forward the Global Development Initiative, the Global Security Initiative, and the Global Civilization Initiative as a way forward to steer the reform of the global governance system toward greater fairness and justice.

The world needs justice, not hegemonism. History and reality have proven that to meet global challenges, it is important to uphold the vision of global governance featuring extensive consultation and joint contribution for shared benefit. It is also important to choose dialogue over confrontation, build partnerships over alliances, and pursue win-win cooperation over zero-sum games. It is equally important to practice true multilateralism, accommodate the legitimate concerns of all parties, and safeguard international norms and order. We firmly believe that people around the world will choose to stand on the right side of history and the side of fairness and justice.

China and Russia are both major countries with significant influence in the world. The two nations are constructive forces for maintaining global strategic stability and for improving global governance. Our bilateral relationship is founded upon a clear historical logic, sustained by strong internal drive, and rooted in profound cultural heritage. Our relationship is neither directed against nor swayed by any third party. Together we must foil all schemes to disrupt or undermine our bonds of amity and trust, and we must not be baffled by transient matters or unsettled by formidable challenges. We must leverage the certainty and resilience of our partnership of strategic coordination to jointly accelerate the shift toward a multipolar world and build a community with a shared future for mankind.

China and Russia are both great nations with splendid civilizations. The Chinese and Russian peoples are both great peoples defined by heroic legacies. Eighty years ago, our peoples won the anti-fascist war through heroic struggles. Eight decades later today, we must take all necessary measures to resolutely safeguard our sovereignty, security, and development interests. We should be guardians of historical memory, partners in national development and rejuvenation, and champions of global fairness and justice, and work together to forge a brighter future for humanity.

Xi inspects Shanghai, stresses building globally influential sci-tech innovation hub

SHANGHAI, May 3 (Xinhua) -- During an inspection tour in Shanghai on April 29, Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, Chinese president and chairman of the Central Military Commission, stressed that Shanghai shoulders the historical mission of building an international center for scientific and technological innovation. He urged the municipality to actively seize opportunities, stay aligned with national strategies, continuously strengthen its capacity for original innovation in science and technology, further enhance its leading role in high-end industries, and accelerate the development of a globally influential sci-tech innovation hub.

On the morning of April 29, Xi visited the Shanghai Foundation Model Innovation Center, a large model incubator in Xuhui District. He was accompanied by Chen Jining, a member of the Political Bureau of the CPC Central Committee and secretary of the CPC Shanghai Municipal Committee, and Shanghai Mayor Gong Zheng.

The innovation center is a specialized artificial intelligence (AI) large model incubation and acceleration platform established by the city, and has attracted over 100 companies to settle here. At the center, Xi learned about AI industry development in Shanghai via a video clip, visited an exhibition of large model products from major incubated enterprises, and heard a briefing about related technological research and development as well as the production and operations of enterprises. Xi commended the tangible progress Shanghai has achieved in actively promoting AI development. Noting that AI technologies are evolving rapidly and entering a phase of explosive growth, Xi urged Shanghai to summarize its successful experience in fields such as nurturing the AI industry through a large model industrial ecosystem, intensify exploration efforts, and strive to take the lead in every aspect of AI development and governance, thus setting an example for other regions.

On the third floor of the innovation center, a salon themed "the autonomous evolution of next-generation intelligent agents" was underway. Xi joined the event with keen interest and had cordial exchanges with young innovators there. The participants eagerly shared with Xi the achievements and insights of their teams in AI research and industrial applications. Xi told them that AI is a nascent industry, and it is also an industry that belongs to young people. As China is advancing the great cause of building a strong nation and realizing national rejuvenation on all fronts, it is the prime time for the young generation to demonstrate their talent and capabilities. The mission of realizing the great dream of the Chinese nation rests on the shoulders of young people. Xi then entered a showroom featuring AI products. The counters were filled with innovative products, including smart glasses, smart toys for children, and AI-powered musical instruments. He learned about the functions of the products and current market trends in detail. With great interest, he tried on a pair of smart glasses for a firsthand experience. Xi said China has abundant data resources, a complete industrial system and huge market potential, offering broad prospects for AI development. He emphasized the need to strengthen policy support and talent cultivation, and to strive for the creation of more high-quality, safe and reliable products.

When Xi was about to leave, scientific researchers and enterprise employees at the innovation center greeted him enthusiastically and invited him to visit again. Xi waved to the crowd and wished them a happy International Workers' Day, encouraging them to constantly strive for new accomplishments and make new contributions.

Xi stresses pooling strength of working people for rejuvenation of Chinese nation

BEIJING, April 30 (Xinhua) -- A conference to celebrate the 100th anniversary of the founding of the All-China Federation of Trade Unions (ACFTU) and honor model workers and exemplary individuals was held at the Great Hall of the People on the morning of April 28. Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, Chinese president and chairman of the Central Military Commission, attended the gathering and delivered an important speech. Xi stressed that on the new journey of the new era, it is imperative to center around the central task of the Party, pool the immense strength of the country's working class and working people, and turn the grand blueprint of realizing the great rejuvenation of the Chinese nation into reality through hard, down-to-earth work.

With the International Workers' Day just around the corner, on behalf of the Party Central Committee, Xi extended sincere greetings to workers, farmers, intellectuals, and the broad working force of the country's all ethnic groups, as well as to trade union organizations at all levels and their workers. He also conveyed festive greetings to union members and working masses in the Hong Kong and Macao special administrative regions and Taiwan, and extended warm congratulations to the national model workers and exemplary individuals who were honored.

Chinese Premier Li Qiang chaired the meeting, with Zhao Leji, Wang Huning, Ding Xuexiang and Li Xi in attendance. Cai Qi read out the commendation decision.

The Great Hall of the People was in a solemn and festive atmosphere. The streamer reading "Celebration for the 100th anniversary of the founding of the ACFTU and commendation ceremony for national model workers and exemplary individuals" was hung above the podium. Behind it was the emblem of the ACFTU, with the inscription "1925-2025" below it. Ten red flags flanked both sides of the venue. Another streamer was hung on the second-floor balcony, reading: "Under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will steadfastly follow the Party and its guidance. We will also give full play to the role of the working class as the main force and that of trade unions as a bridge and bond in advancing the building of a great nation and the great rejuvenation of the Chinese nation through Chinese modernization!"

At 10 a.m., the conference commenced with all attendees rising to sing the national anthem of the People's Republic of China.

Cai Qi read out the "Decision of the CPC Central Committee and the State Council on Commending National Model Workers and Exemplary Individuals." A total of 1,670 individuals were awarded the title of National Model Worker, while 756 were recognized in the category of National Exemplary Individual.

Amid cheerful melodies, representatives of the national model workers and exemplary individuals ascended the rostrum in turn, where Xi and other leaders presented them with certificates of honor.

Ye Linwei, team leader of China National Erzhong Group Deyang Wanhang Die Forging Co., Ltd., read out a proposal on behalf of all the award recipients.

Amid resounding applause, Xi delivered an important speech. He noted that over the past 100 years since the founding of the ACFTU, trade unions at all levels, under the leadership of the CPC, have closely followed the Party's central task across different historical periods. By mobilizing China's working class to advance with the Party and remain at the forefront of the times, they have made indelible contributions to the great causes of revolution, construction, and reform, thus writing glorious chapters of Chinese workers' movement.

Xi stressed that since the 18th CPC National Congress, the Party Central Committee has made a series of important statements and arrangements regarding the working class and the work of trade unions, and answered a series of questions concerning the orientation, fundamental principles and strategic issues in this regard. All these have further enriched and developed the Party's theories concerning the workers' movement, and ensured that the Party's workers' movement made historic achievements and progress on all fronts. Trade unions at all levels have united and mobilized all workers to work to the utmost of their abilities and skills in the great practices of socialism with Chinese characteristics for a new era, and made important contributions to building a moderately prosperous society in all respects and advancing Chinese modernization.

Xi noted that practices over the past 100 years have fully proven that the Chinese working class is the most solid and reliable class basis for the CPC, the leading class of our socialist country, the representative of advanced productive forces and relations of production, and the main force in upholding and developing socialism with Chinese characteristics. China's trade unions are truly a bridge and bond linking the Party with workers, and an important social pillar of socialist state power. They are also representatives and defenders of workers' interests. No matter how historical conditions and social groups evolve, the status and role of the working class in China, the fundamental principle of relying wholeheartedly on the working class, and the nature and functions of the country's trade unions cannot be shaken.

Xi emphasized that the most important achievement in the century-long practice and theoretical innovation in the Party's workers' movement is the formation of the path of socialist trade union development with Chinese characteristics. This path upholds the Party's overall leadership over workers' movement and trade union work, adheres to the fundamental principle of relying wholeheartedly on the working class, aligns with and serves the Party's central task, maintains the political, advanced, and mass-based nature of trade unions, prioritizes serving workers as the lifeline of trade unions, and operates in strict accordance with laws and regulations. It is a profound summary of valuable experience of the Party in leading the workers' movement and trade union work, which must be adhered to in the long term.

Xi noted that the central task of the Party constitutes the defining theme of the times for the workers' movement. On our new journey in the new era, we must further mobilize and motivate the working class and the broad working masses to make new and greater contributions to advancing the building of a great nation and the realization of national rejuvenation through Chinese modernization. Efforts should be made to promote high-quality development, mobilize and inspire the broad masses of workers and laborers to make outstanding achievements in their careers. Xi urges promoting healthy and orderly development of AI

BEIJING, April 28 (Xinhua) -- On the afternoon of April 25, the Political Bureau of the Communist Party of China (CPC) Central Committee held its 20th group study session, which focused on strengthening the development and regulation of artificial intelligence (AI). While presiding over the session, Xi Jinping, general secretary of the CPC Central Committee, said in the face of the rapid evolution of new-generation AI technologies, China must fully leverage the strengths of the new system for mobilizing the resources nationwide, achieve self-reliance and strength in this regard, and prioritize practical application so as to promote the healthy and orderly development of AI in the country in a beneficial, safe and fair manner.

Zheng Nanning, a professor with Xi'an Jiaotong University, made a presentation and put forward suggestions. Members of the Political Bureau of the CPC Central Committee listened attentively to the presentation and held discussions.

After hearing to the presentation and discussions, Xi delivered an important speech, emphasizing that AI, as a strategic technology leading the new round of scientific and technological revolution and industrial transformation, is profoundly reshaping people's work and life. The CPC Central Committee attaches great importance to the development of AI. He called for concentrated efforts on basic research, integrated endeavors for breakthroughs in core technologies such as high-end chips and basic software, as well as building a basic AI software and hardware system that is autonomous, controllable and functioning collaboratively. By leveraging AI to drive the transformation of scientific research paradigms, we can speed up achieving breakthroughs in scientific and technological innovation in all sectors.

Xi noted that China has abundant data resources, a complete industrial system, vast application scenarios and huge market potential. He stressed the need to promote the deep integration of AI scientific and technological innovation with industrial innovation, build an enterprise-led synergistic innovation ecosystem that incorporates industries, universities, research institutes and end users, facilitate the transformation and upgrading of traditional industries, and open up new arenas in developing strategic emerging industries and future-oriented industries. He called for coordinated efforts to advance the construction of computing power infrastructure and promote the development, utilization and open sharing of data resources.

Xi emphasized that strong policy support is essential for the development of AI, a new technology and emerging field. He urged solid efforts to make integrated use of policies concerning intellectual property rights, fiscal and taxation incentives, government procurement, and the opening up of infrastructure, as well as better leverage the role of sci-tech financing. Efforts should be made to promote AI education across all academic stages and enhance public awareness across society to cultivate a steady stream of high-caliber personnel. Xi highlighted AI as a global public good capable of benefiting the humanity. Xi chairs CPC leadership meeting on economic situation and work

BEIJING, April 27 (Xinhua) -- The Political Bureau of the Communist Party of China (CPC) Central Committee held a meeting on April 25 to analyze and study the current economic situation and economic work. Xi Jinping, general secretary of the CPC Central Committee, presided over the meeting.

The multi-tiered and categorized social assistance system will be improved. Agricultural production will be strengthened to stabilize the prices of grain and other key agricultural products. The country will effectively integrate the consolidation of poverty alleviation achievements with rural revitalization. The meeting also pointed out the need to continuously improve the policy toolkit for stabilizing employment and the economy. Once adopted, policies must be rolled out as soon as possible to ensure timely results. In response to changing situations, incremental policies in reserve should be promptly rolled out and unconventional counter-cyclical adjustments should be strengthened, thereby striving to consolidate the fundamentals of economic development and social stability.

Xi makes important instructions on work related to civil-military mutual support

I am very happy to visit Cambodia on the occasion of the Khmer New Year. For me, it feels like going to the home of a good friend. I wish to extend my warmest New Year greetings to our brothers and sisters in Cambodia. This is my second visit to your country in nine years. I sincerely hope this visit will spearhead progress in building a China-Cambodia community with a shared future.

Our community with a shared future is deeply rooted in the historic legacy of good-neighborly relations. Thanks to our geographical proximity, our friendly exchange spans two millennia of our shared history. During China's Tang Dynasty, members of Chenla's royal family visited China's then capital city of Chang'an, where they were warmly received as Binhan, meaning "guest of honor." In the following centuries, the ties between the two nations grew ever stronger and closer. Chinese ceramics and lacquerware were shipped to Cambodia via the Maritime Silk Road, while Cambodian spices, raw silk and other specialty products were highly popular among Chinese people, as evidenced by the Bayon Temple bas-reliefs, which capture the vibrant trade that flourished between the two countries in history. Many renowned Cambodian monks travelled to China to spread Buddhist teachings and scriptures. The Customs of Cambodia, a book written by Chinese diplomat Zhou Daguan of the Yuan Dynasty, is an important literature for studies of Cambodian history. The great Chinese and Khmer civilizations have flourished together, inspiring each other through centuries.

Our community with a shared future is defined by our mutual commitment to friendship and righteousness. The friendship was forged by His Majesty Samdech Preah Norodom Sihanouk and Chairman Mao Zedong, Premier Zhou Enlai, among the elder generations of Chinese leaders. Seventy years ago, His Majesty Samdech Preah Sihanouk and Premier Zhou met at the Bandung Conference and immediately bonded like old friends. Defying all odds, Cambodia established diplomatic relations with the People's Republic of China in 1958. China stood steadfastly with Cambodia in its just struggle against foreign invasion and for national sovereignty and independence. Together, the two countries have shared the rough times and the smooth and consistently supported each other in times of need. His Majesty Samdech Preah Sihanouk lived in China for nearly 40 years, embracing China as his home away from home. He had written and composed many songs in tribute to the China-Cambodia friendship, such as Nostalgia of China. His songs are still widely sung today. His Majesty King Norodom Sihamoni and Her Majesty Queen Mother Norodom Monineath Sihanouk visit China almost every year. We have met many times, sharing warm conversations about our families and life. In 2020, I presented Her Majesty Queen Mother Norodom Monineath Sihanouk with the Friendship Medal of the People's Republic of China. This deeply meaningful medal embodies the profound friendship of the Chinese people toward the people of Cambodia. Upon the outbreak of COVID-19, the pandemic of the century, the then Prime Minister Samdech Techo Hun Sen braved the snow and wind to visit Beijing. China dispatched medical teams to provide emergency assistance to Cambodia. The two countries provided each other with a large amount of medical supplies. In the face of complex regional and international developments, we support each other in safeguarding our respective core interests, and work together to uphold international fairness and justice. Our two nations have forged an ironclad friendship.

Our community with a shared future is powered by equality and mutual benefit. For many years, China has been Cambodia's largest trading partner and largest source of investment, and our industrial and supply chain cooperation has continued to deepen. Thanks to the China-Cambodia free trade agreement, premium agricultural products from Cambodia, including banana, mango and longan, are finding their way into Chinese households. The Sihanoukville Special Economic Zone, developed through China-Cambodia cooperation, has drawn more than 200 international companies to establish operations, laying a solid groundwork for Cambodia's industrial modernization. China-supported infrastructure projects, such as Cambodia's first expressway, first viaduct across a river valley, largest power plant and largest stadium, have brought the Cambodian people tangible benefits and strongly bolstered the long-term development of the country. Chinese experts have helped formulate Cambodia's modern agricultural development plans on the basis of their extensive field trips in the country. The China-Cambodia Diamond Hexagon cooperation has boosted Cambodia's development.

Our community with a shared future is founded upon inclusiveness and mutual learning. Over the past 30 years, China has sent many experts across diverse fields -- including archaeology, geological exploration, cultural heritage, history, architecture and the arts -- who have dedicated themselves to the restoration of Chau Say Tevoda Temple, Ta Keo Temple and the ancient Royal Palace of Angkor. They have helped bring renewed splendor to the Angkor legacy, a gem of human civilizations. More and more Chinese tourists are travelling to Cambodia to experience its rich history and culture while more and more Cambodian friends are learning Chinese to better appreciate the charm of the time-honored Chinese civilization and understand Chinese modernization. Over the years, with Chinese assistance, a number of friendship roads have been built and clean water-pumping wells drilled to improve the well-being of local people. The project of the China-Cambodia Friendship Poverty Alleviation Demonstration Village is completed. Thanks to the treatment by traditional Chinese medicine teams, a hearing-impaired girl articulated "Mama" for the first time, and a wheelchair user got back on his feet.

For nearly half a century, Asia has enjoyed overall peace and stability and rapid economic growth, creating the Asian miracle in the history of global development. As changes unseen in a century accelerate, Asia now stands at a new starting point of collective rise. Consistently following the principle of amity, sincerity, mutual benefit and inclusiveness and the policy of developing friendship and partnership with neighboring countries, China will deepen friendship and cooperation with them, extend the benefits of Chinese modernization to them, and work with them to jointly uphold regional peace and stability and to advance modernization in Asia.

As important members of the big Asian family, China and Cambodia must ride the tide of history and heed our people's aspirations. We must strive together and thrive together. We must act as pioneers and pacesetters in translating the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative from vision into reality. We must work together to promote the steady and sustained progress in building the China-Cambodia community with a shared future in the new era.

To jointly safeguard our political security, we should strengthen communication on matters of strategic importance such as foreign policy and national defense, and resolutely oppose any attempts by external forces to interfere in our internal affairs, sow discord or undermine China-Cambodia friendship.

-- Let us expand our mutually beneficial cooperation of higher quality. We must prioritize development and keep people at the center. To advance modernization in both countries, we should maximize the role of the China-Cambodia Intergovernmental Coordination Committee, forge greater synergy between the Belt and Road Initiative and the Pentagonal Strategy, and advance the development of the Industrial and Technological Corridor and the Fish and Rice Corridor. At the invitation of His Majesty Sultan Ibrahim, King of Malaysia, I will soon pay a state visit to Malaysia. This will be my second visit to your beautiful country in 12 years. I look forward to experiencing Malaysia's remarkable progress and transformation in person, and meeting with Malaysian friends to celebrate our friendship and plan for future cooperation.

China and Malaysia are friendly neighbors across the sea. The Maritime Silk Road stood witness to the millenium-old friendly exchanges between our countries. As a Malay proverb puts it, "air dicincang tidak akan putus," or "water can't be cut apart." Through the ages, such strong bonds of friendship between our peoples have grown from strength to strength. Over 1,300 years ago, Chinese Buddhist monk Yijing of the Tang Dynasty traveled to the Malay Peninsula on his pilgrimage voyage and produced the earliest known written account of the ancient kingdom of Kedah. More than 600 years ago, Chinese navigator and explorer Zheng He of the Ming Dynasty and his fleet called at Malacca during five of his seven historic expeditions. His visits planted seeds of peace and friendship. To this day, the Sam Po Kong Temple, Bukit Cina, and Princess Hang Li Poh's Well endure as a living testament to the local community's everlasting veneration of the legendary Chinese navigator. Some 80 years ago, when the Chinese People's War of Resistance Against Japanese Aggression reached a critical juncture, the Nanyang Volunteer Drivers and Mechanics from Malaysia braved immense dangers to reach China's Yunnan Province, and helped keep the Burma Road operational, as it was a vital lifeline of China's wartime supplies. Today this remarkable story of courage still echoes in the hearts of both peoples. As we honor our shared past and embrace the future, our two countries must work together to give fresh momentum to our ship of friendship that has sailed through the long river of history, and ensure that it forges ahead steadily toward brighter horizons.

We must keep a firm grip on the strategic helm that guides our ship of friendship. Fifty-one years ago, breaking through the gloom of the Cold War, leaders of China and Malaysia made the decision to establish diplomatic relations, pioneering a groundbreaking new chapter in relations between China and ASEAN countries. China and Malaysia have since respected each other's development paths while maintaining strategic independence. We have provided mutual support on issues vital to our respective core interests and on our major concerns, setting an exemplary model for two countries to prosper together through mutually beneficial cooperation. In 2023, Prime Minister Anwar Ibrahim and I agreed on building the China-Malaysia community with a shared future. The decision marked a new milestone in the bilateral relations. China and Malaysia must enhance strategic communication, increase mutual political trust, follow through on the Belt and Road cooperation plan between the two governments, strengthen the synergy between our development strategies, expand experience sharing on national governance, and promote our bilateral relations through high-standard strategic cooperation.

We must expand results-oriented cooperation which serves as the ballast that steadies our ship of friendship. In 2024, China-Malaysia trade reached 212 billion U.S. dollars, up by nearly 1,000 times the level at the inception of our diplomatic relations. China has been Malaysia's largest trading partner for 16 consecutive years. Malaysian durians can now be delivered directly from orchards to Chinese supermarkets within 24 hours, and they are immensely popular among Chinese consumers. To date, the Malaysia-China Kuantan Industrial Park has received a total investment of over 11 billion yuan (1.5 billion dollars), and will create many long-term jobs when all its planned projects are completed with production reaching their designed capacity. Our bilateral cooperation potential is being progressively realized in the digital economy, green development, industrial investment and transport infrastructure construction. We must deepen mutually beneficial collaboration, advance high-quality Belt and Road cooperation, and strengthen cooperation on industrial and supply chains, with a focus on the digital economy, green economy, blue economy and tourism economy, so as to advance modernization of both countries.

We must fuel the engines of people-to-people exchanges to propel our ship of friendship forward. China and Malaysia have mutually granted visa exemption to each other's nationals. The year 2024 saw nearly 6 million mutual visits between the two countries, which exceeded the pre-COVID level. "Malaysia, truly Asia," the tourism promotional ad that highlights the unique charm of Malaysia's culture, history and landscape, has inspired numerous Chinese tourists to visit Malaysia for leisure vacations or sightseeing. More and more Malaysian tourists are traveling to China to appreciate its historical legacy and experience its contemporary vibe. I hope our peoples will visit each other as often as family. Our two countries must promote people-to-people and cultural exchanges so as to enhance mutual understanding and friendship between our two peoples, especially the younger generation.

We must harness the momentum of collaboration at the multilateral level. China and Malaysia are both major developing countries in the Asia-Pacific. We are also emerging market economies and members of the Global South. We have similar positions on safeguarding international fairness and justice and on advancing open and inclusive development. We have maintained close collaboration within multilateral mechanisms, including East Asia cooperation, APEC and the UN. China welcomes Malaysia as a BRICS partner country. Its inclusion in the organization aligns with the historic trend of the Global South's pursuit of solidarity-driven collective advancement and serves the common interests of developing countries. This year marks the 80th anniversary of the victory of the Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War, the 80th anniversary of the founding of the UN, and the 70th anniversary of the Bandung Conference. As we honor these milestones, our two countries must strengthen mutual cooperation in international and regional affairs, and champion the Five Principles of Peaceful Coexistence and the Bandung Spirit. We must uphold the UN-centered international system and the international order underpinned by international law, and promote fairer and more equitable global governance. We must uphold the multilateral trading system, keep global industrial and supply chains stable, and maintain an international environment of openness and cooperation.

As a community with a shared future, China and Malaysia share the smooth times and the rough, stand united in peace and crisis, and thrive and endure together. "Share weal and woe," a popular proverb in both countries, defines the very essence of such a relationship. We must stay ahead of the times, surge forward with unyielding resolve, and jointly build a brighter future of development, growth and prosperity.

Having weathered storms of the times, the friendly relations and cooperation between China and ASEAN countries have emerged stronger and more resilient. China was the first ASEAN dialogue partner to accede to the Treaty of Amity and Cooperation in Southeast Asia, and the first to establish a free trade area and a comprehensive strategic partnership with ASEAN. China-ASEAN cooperation is the most results-oriented and productive in the region. China and ASEAN pulled together in solidarity in response to multiple challenges, such as the Asian financial crisis, the global financial crisis, the COVID-19 pandemic and the growing headwinds against economic globalization. Our bilateral cooperation is more robust than ever. In 2024, China-ASEAN trade exceeded 980 billion dollars, making us each other's largest trading partner for five consecutive years. The Version 3.0 China-ASEAN Free Trade Area upgrade negotiations have substantially concluded. This will be my fourth visit to this beautiful country since I became General Secretary of the Central Committee of the Communist Party of China and President of the People's Republic of China. I look forward to renewing friendship with Vietnamese leaders, discussing ways of boosting cooperation, and drawing up a new blueprint for the China-Vietnam community with a shared future in the new era.

China and Vietnam are friendly socialist neighbours sharing the same ideals and extensive strategic interests. The profound friendship between the two parties and two peoples, forged decades ago, has grown stronger as we explore a socialist path suited to our respective national conditions and advance our respective modernization drive. Building the China-Vietnam community with a shared future that carries strategic significance serves the common interests of our two countries and is conducive to peace, stability, development and prosperity in our region and beyond. The China-Vietnam community with a shared future is inherited from our distinctive revolutionary traditions. During modern times, pioneers of Chinese and Vietnamese revolutions together explored a path to national salvation and made important contribution to the Third World's victory in the struggle against colonialism and imperialism. The historical site of the Vietnamese Revolutionary Youth League in Guangzhou and the site of the office of the League for Independence of Vietnam in Jingxi, Guangxi Zhuang Autonomous Region bear witness to the revolutionary friendship between China and Vietnam. President Ho Chi Minh joined and supported the Chinese People's War of Resistance Against Japanese Aggression in Yan'an, Guilin, Chongqing and Kunming. China sent military and political advisers in support of the Vietnamese people's War Against French Occupation. The Communist Party of China and the Chinese government and people gave full support for Vietnam's just War Against U.S. Aggression to Save the Nation. The well-known line: "The friendship between Vietnam and China is so profound because we are both comrades and brothers," is etched on our shared revolutionary memory.

The China-Vietnam community with a shared future is based on strong political mutual trust. In recent years, General Secretary Nguyen Phu Trong, General Secretary To Lam and other Vietnamese leaders and I have visited each other many times, steering the course for building a China-Vietnam community with a shared future. Our two parties and two countries have kept close high-level engagement. Mechanisms such as the steering committee for bilateral cooperation, the party-to-party theoretical symposium, the border defence friendship exchange, and the conference on crime control between the two public security ministries are functioning smoothly. High-level mechanisms including the joint committee between the National People's Congress of China and the National Assembly of Vietnam have been established. The "3+3" strategic dialogue on diplomacy, defence and public security between our two countries has been held successfully. China and Vietnam hold similar positions on many regional and international issues and have engaged in close coordination on them.

The China-Vietnam community with a shared future is rooted in our fruitful cooperation. China and Vietnam have pursued closer cooperation on industrial and supply chains amid a sluggish global economic recovery. China has been Vietnam's biggest trading partner for over 20 years in a row, with total bilateral trade exceeding 260 billion USD in 2024. More and more quality Vietnamese agricultural products such as durian and coconut are available to Chinese consumers. Railway connectivity and the smart port development project are being steadily advanced. Solar panels, waste-to-energy plants and other bilateral clean energy projects have boosted electricity supply in Vietnam. The Cat Linh-Ha Dong metro line built by a Chinese company makes public transport in Hanoi more convenient. Contributing to each other's success and pursuing common development, China and Vietnam have set an example of solidarity and cooperation in the Global South.

The China-Vietnam community with a shared future is advanced by close people-to-people exchanges. Over the years, we have seen ever more people-to-people exchanges that foster increasingly closer ties between Chinese and Vietnamese peoples. Chinese tourists made more than 3.7 million visits to Vietnam in 2024. With the official launch of the Detian-Ban Gioc Waterfall Cross-Border Tourism Cooperation Zone and the opening of several cross-border road trip routes, visiting two countries in a single day has become possible. Chinese film and television productions and video games are popular among young Vietnamese, and more people in Vietnam are learning Chinese. Many Vietnamese songs are now on hot search lists on social media in China, and many Chinese diners relish pho and other Vietnamese delicacies.

Today, global, epoch-making and historical changes are unfolding like never before, and the world has entered a new period of turbulent transformation. Despite the headwinds of mounting unilateralism and protectionism, the Chinese economy expanded by five percent in 2024, contributing around 30 percent to the global economy. It remains a key engine of the world economy. China's new energy sector, artificial intelligence and animated films have come into global spotlight. China will continue to provide more opportunities to the world with its high-standard opening up, and will contribute to the development of all countries with its high-quality development.

Asia represents a new elevation in global cooperation and development. At a new starting point toward revitalisation of the whole region, Asia faces both unprecedented opportunities and challenges. China will ensure continuity and stability of its neighbourhood diplomacy. We will stay committed to the principle of amity, sincerity, mutual benefit and inclusiveness. We will continue to pursue the policy of forging friendship and partnership with our neighbours. And we will steadily deepen friendly cooperation with them to advance Asia's modernization.

China is going all out to build a great modern socialist country and achieve the rejuvenation of the Chinese nation by pursuing Chinese modernization. Vietnam will usher in a new epoch of national development toward the two goals set for the centenary of the party and the country respectively. China always gives Vietnam high priority in its neighbourhood diplomacy. Our two countries should strengthen our efforts on all fronts to build the China-Vietnam community with a shared future, and contribute more to peace, stability, development and prosperity in Asia and the world at large.

-- We should deepen strategic mutual trust and advance the socialist cause. The two sides should act on the guidance of the leaders. The China-Vietnam steering committee for bilateral cooperation should coordinate our interactions more effectively to boost party, government, military, law enforcement and security cooperation; jointly tackle external risks and challenges; and uphold political security. China is ready to enhance exchanges of governance practices with Vietnam, explore and enrich together socialist theory and practices, and promote the steady development of the two countries' socialist cause.

-- We should continue win-win cooperation and deliver more benefit to our two peoples. We should create greater synergy between our development strategies, implement well the cooperation plan between the two governments on synergizing the Belt and Road Initiative and the Two Corridors and One Economic Circle strategy, and build more platforms for economic and technological cooperation. China stands ready to advance cooperation with Vietnam on the three standard-gauge railways in northern Vietnam and the smart port. China welcomes more quality Vietnamese products in the Chinese market and encourages more Chinese enterprises to invest and do business in Vietnam. Our two countries should carry out more activities that will bring our two peoples together such as the friendly meeting between youth and festive events in border areas. Xi plants trees in Beijing, stresses pooling strength to build Beautiful China

BEIJING, April 8 (Xinhua) -- Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, Chinese president and chairman of the Central Military Commission, attended a voluntary tree planting activity in Beijing on the morning of April 3. During the event, he emphasized that afforestation plays a crucial role in advancing ecological progress. All regions and departments should make further efforts to mobilize officials and the public to actively participate in tree planting and greening initiatives, embrace the concept of green development and promote ecological culture, thus pooling tremendous strength to build a Beautiful China and making the land of our motherland even more verdant and teeming with life.

Around the time of the traditional Qingming festival, Beijing, the national capital, was bathed in the gentle warmth of spring, with radiant scenery and balmy breezes. At around 10:30 a.m., Xi and other Party and state leaders, including Li Qiang, Zhao Leji, Wang Huning, Cai Qi, Ding Xuexiang, Li Xi and Han Zheng, arrived by bus at the bank of a section of the Yongding River in Fengtai District, where they joined officials and residents in a voluntary tree planting activity.

The tree planting site is located in the Yongding River's greenway demonstration section, an area with diverse water systems and a stretching 7-kilometer waterfront. The section is being developed into a green corridor that combines ecological conservation with recreational and fitness functions.

Upon seeing the general secretary's arrival, those who were planting trees warmly greeted him. Xi waved to them and walked toward the planting site with a shovel in hand. He then got to work alongside leading officials from the Beijing Municipality and the National Forestry and Grassland Administration, as well as other officials, members of the public, and Young Pioneers.

Digging holes with the shovel, building soil berms and watering the trees, Xi planted saplings of several species, including Chinese pine, Winter Gold, Prunus mume Meiren, Cornus walteri Wangerin, Chinese rubber tree, and Yuanbao maple. While working, he engaged with the children, asking about their studies, daily lives and physical activities. He emphasized that a better life is created through labor. Young people should cultivate a love for labor and nature, and actively participate in public welfare activities like afforestation. Through labor, they could build up their bodies, temper their willpower, increase their knowledge, and achieve all-around development in morality, intellectual ability, physical vigor, aesthetic sensibility and work skills. The tree planting site was a hive of activity, buzzing with energy.

During the tree planting activity, Xi also had cordial exchanges with the officials and residents on site. He said that at present, China's forest coverage rate has exceeded 25 percent, and the country has contributed about 25 percent of the world's newly forested land. Through sustained efforts, the Taklimakan Desert has put on a "green collar" and the Horqin Sandy Land has regained grassland scenery, which are hard-earned achievements. The ecological environment has continued to improve, with the public experiencing the most direct and tangible benefits. However, it must be acknowledged that China's total volume of forest and grassland resources remains inadequate, and their quality and efficiency still fall short of expectations. We must take concrete actions to address these pressing issues and strive to do better year after year.

Xi pointed out that to make China greener, concerted efforts must be made in green expansion, invigoration and protection. We must coordinate the roles of forests in conserving water, bringing in economic benefits, boosting food production and serving as a carbon sink. We should put a stronger emphasis on improving quality by optimizing forest stand structure, strengthening forest management and simultaneously improving the ecological quality of grasslands. We should attach greater importance to boosting the related industries by better leveraging reform to effectively utilize forest and grassland resources and expand the forest and grassland economy. We should also focus more on delivering benefits to the people by increasing greenery in their surroundings, beautifying their living environment, and expanding the potential for job and income growth in the forestry and grassland sectors.

Xi emphasized that voluntary tree planting should attract extensive public participation and must be carried on from generation to generation. It is essential to foster a stronger sense of responsibility, explore new ways of participation, and provide better services to ensure that voluntary tree planting is carried out effectively and yields tangible results in boosting afforestation and greening.

Xi chairs CPC leadership meeting to discuss draft government work report

Senior Party officials report work to CPC Central Committee, General Secretary Xi Jinping
